Due to different administrative departments taking responsible for the management of network cultural products, there are several encoding systems for musical, text and audiovisual products in China. Because these systems are self-contained and incompatible, information sharing and effective management are restricted. Strengthening the implementation of national standards for musical, audiovisual and text works is to enhance the applicability of these standards to meet different demands from various governmental departments, vocational organization and industries for management of content identification, information retrieval and information exchanging. In order to promote an interoperation among the different systems and an efficient coding of network content, the decentralized mechanism of management need to be broken and a united coordination system should be established in the country. As a third party, the system will be open-ended and applicable to all governmental departments and vocational fields.　Therefore, the Center for Cultural Market Development of the Ministry of Culture, Copyright Society of China and China Association for Standardization co-sponsored the establishment of the Beijing Institute of Coding for Resources (CCR). As the main body of the implementation of national standards, CCR is in charge of the registration and allocation of ISWC, ISTC and ISAN codes in accordance with regulations of the national standards and the assignment of related international organizations.

The establishment of the Beijing Institute of Coding for Resources is approved by the governmental authority. As a non-profit and corporate entity, it executes a governance structure of modern legal entity. The Broad of Directors is the decision-making body of the Institute. The Broad of Directors is composed of the Center for Cultural Market Development of the Ministry of Culture, Copyright Society of China and China Association for Standardization as well as individual specialists. With an open management mechanism adopted by CCR, the necessary resources including funds, technology and administration will be substantiated and improved through a combined way of governmental approval, private support and participation of related institutes. It will be an attempt to break the old way of relying on government appropriations and payment service provided by administrative institutions and to explore a new way of free service for voluntary coding. The purpose is to promote the development of network resource coding and make experiences on the reform of institution through establishing a digital encoding system and developing free service. The Broad of Directors welcomes the participation of all relevant organizations to jointly promote the development of network resources encoding.

As a new R & D capability, Beijing Institute of Coding for Resources will always uphold the direction oriented to social needs and take scientific research as core work. With strong support from the related government departments, industry organizations, research institutes and individual specialists, Beijing Institute of Coding for Resources will pay more attentions to study objects as such digital content characters, identifier technology, indicating method, protecting digital content measures, standardization of relevant technologies, code maintaining and management mechanism. It will be committed to establish an open platform to the society so as to push the development and application of digital coding technology in China. To ensure the implementation of national standards for video, musical and text works codes, CCR will develop an open platform for code registration of musical, text and video works in the country as well as query and retrieval services freely.
